Welcome to the National Open University of Nigeria Anti-Corruption and Transparency Unit (NOUN-ACTU), the custodian of Ethics and Integrity compliance in NOUN

The NOUN-ACTU is committed to promoting workplace integrity which boosts staff confidence and values.  Additionally, it upholds the dignity of learning without compromise to the teeming students. The clarion call is for all to join in the positive efforts towards building a community free from corrupt tendencies.

Profile of Unit

The NOUN ACTU is a statutory Unit in the Vice-Chancellor’s office. The Unit was first established in 2007. The present NOUN-ACTU Committee (4th) was inaugurated on 3rd November 2022 by the University Management in collaboration with the ICPC.

The NOUN-ACTU Committee members are made up of selected staff from Faculties, Departments and Units of the University. The present Committee consists of 10 members including the Head of Unit who also doubles as the Chairperson of Committee. The Unit’s Secretariat has two (2) Administrative and one (1) Clerical staff.

Origin of ACTU

The establishment of the Independent Corrupt Practices and Related Offences Commission (ICPC) on 13th June 2000 and its inauguration on 29th September 2000 respectively gives insight into the origin of ACTU.

The ICPC requested the Federal Government to establish an Anti-Corruption Unit in every Ministry, Department and Agency (MDA) based on recommendations from a Conference on “Corruption and National Rebirth” held at Transcorp Hilton, Abuja from 21st -23rd January 2001. The Federal Government approved the request vide a circular Ref. No. OHCSF/MSO/192/94 dated 2nd October 2001 (Establishment Circular) and another circular (Funding), with Ref. No. OE/MS/MSO/196/S.1/7 dated 16th April 2003 from the Office of the Head of Service of the Federation.

Goal of the Unit

The NOUN-ACTU’s goal is to effectively manage corruption risks and protect the University against unethical behaviour. This can be accomplished through the following three (3) methods:

a. Reporting Strategy

Members of staff, students of NOUN and the general public are encouraged to report any suspected corrupt conduct within the University community to the NOUN-ACTU.

Note: All reports are treated with confidentiality.

b. Preventing Strategy

The NOUN-ACTU provides guidance and advice through education, sensitisation and enlightenment programmes to assist staff and students resist corruption and manage its risks.  These programmes could take the form of training, workshops, lectures, webinars, flyers, stickers, posters, video clips, anticorruption literature, publications etc.

c. Detection/Investigation

The NOUN-ACTU carries out its detection mandate by conducting system studies to examine the practices, systems, and procedures within the University and make appropriate recommendations to the Management.

POWERS OF NOUN-ACTU

NOUN-ACTU is empowered to perform all the duties in section 6 (a) – (f) of the ICPC Act of 2000 except that of prosecution. The Unit’s modus operandi are guided by the “STANDING ORDER’’ as approved by the Commission.
