Welcome Message from Director
The Directorate of Works & Services was born out of the growth of NOUN which has been in geometric progression, and the increasing need to keep up pace with maintenance of physical infrastructure and equipment. The split of Directorate of Physical Development, Works & Services (DPDW&S) into Directorate of Physical Planning & Development (DPD) and Directorate of Works & Services (D,W&S) was recommended by the Presidential Visitation Panel to the University in 2021.
The Directorate is headed by Arc. Enyinnaya Akueshi as pioneer Director in acting capacity. Directorate of Works & Services was established on the 24th of September, 2024 with the mandate to oversee the maintenance, renovation and servicing of the university’s physical infrastructure.
The directorate is committed to providing a safe, efficient, and conducive learning environment to support the university’s academic excellence and research endeavors. Its vision is to become a model for best practices in facilities management, while its mission is to deliver exceptional and prompt services that meet the evolving needs of the university community in an open and distant learning environment.

Some Key responsibilities
The Directorate is responsible for:
- Developing and implementing strategies for facilities maintenance and servicing.
- Maintenance of the university’s physical assets, including buildings, roads and utilities.
- Providing maintenance and repair services for facilities and equipment
- Ensuring compliance with health, safety, and environmental regulations
- Collaborating with other departments to ensure seamless service delivery for both academic and non-academic activities.
Brief achievements of the Directorate of Works & Services so far:
Despite being less than a year old, the directorate has already made significant strides in improving the quality of the university’s physical facilities and services.
Some notable achievements include;
Renovation / Upgrade: Successfully renovated and upgraded various buildings, examination halls and classrooms across the federation to support the growing needs of the University in order to provide a conducive learning environment:
• DLCMS Partitioning works in NOUN HQ, Abuja.
• Renovation works at NOUN Study Center, Lokoja, Kogi State and creation of students waiting shed.
• Renovation of NOUN Study Center, Umuahia.
• Gatehouse and Fencing at NOUN Makurdi Study Center, Benue State.
• Construction of solar borehole in Okene/Ogori Magongo, Kogi State.
• Renovation of one block of two classrooms in Okene/Ogori Magongo, Kogi State.
• Renovation of OPD Building in NOUN HQ.
• Supply and installation of LED Screen for New Senate Chamber in NOUN HQ.
• Supply and installation of pits camera at NOUN HQ.
• Construction of students shed at NOUN McCarthy Study Center, Obalende, Lagos.
Maintenance and Repairs:
Regular maintenance: Implemented a regular maintenance schedule to ensure equipment and facilities are in good working condition.
Routine maintenance and servicing of all generators in the University
Janitorial services for Ikorodu Study Center, Surulere Study Center, Victoria Island Study Center and McCarthy Study Center, Lagos
Renovation of NOUN Clinic
Renovation of NOUN Bauchi Study Center
Renovation of NOUN Lafia Study Center
Renovation of Lawrence Agubuzu Building, (Faculty of Science)
Renovation of NOUN Owerri Study Center
Prompt Repairs: Ensured prompt repairs of faulty equipment and facilities, minimizing downtime and disruptions including rehabilitation of 192 swivel chairs at NOUN HQ.
Emergency Reconstruction of collapsed fence and retaining wall at NOUN HQ, Abuja
Sustainability Initiatives:
Energy Efficiency: Implemented energy-efficient system and practices to reduce energy consumption and costs.
• Upgrade of 10KVA inverter solar system to 60KVA at NOUN Study Center, Surulere, Lagos State.
• Provision of earthing, thunder arrestor system and associated works at NOUN McCarthy Study Center, Obalende, Lagos State.
• Supply and installation of 32KVA inverter for conference center at NOUN HQ.
• Overhaul of 500KVA generator at Abdalla Uba Adamu Building.
Waste Management: Developed and implemented effective waste management practices to minimize waste and promote recycling as seen in the refurbishing of some of the University’s broken chairs and tables.
Emergency Response: Developed and implemented emergency response plans to ensure prompt and effective response to emergencies.
Collaboration and Service Delivery:
Interdepartmental Collaboration fostered collaboration with other faculties, departments, Directorates and Units to ensure seamless service delivery.
Excellent Service Delivery: Providing excellent services, responding promptly to requests and concerns from various offices, and faculties for the maximum comfort of staff and students.
These achievements demonstrate the Directorate’s commitment to providing a safe, efficient, and conducive learning environment.

Administrative Output
- Receiving, dispatching, photocopying and filing of official documents
- Scheduling and rescheduling of meetings, dealing with correspondences, typing official letters and receiving visitors. Day to day running of the Director’s office
- Overseeing all administrative functions within the directorate.
Conclusion:
These have only been achieved by the gracious support and guidance of the Vice-Chancellor, his principal officers and other members of the Management team, for which the Directorate remains immensely grateful, while asking for more like “Oliver Twist”.
Staffed with licensed professionals and skilled Artisans & Craftsmen, the Directorate has a total of about 80 staff, and in dire need of additional hands in all trades of Artisans: Plumbers, Carpenters, Electricians, Gardeners, Plant Operators, Lift Operators and A/C Technicians.
Even within the challenges of competing critical demands from various Study Centers and the Headquarters, all on the limited financial resources available to Management, with the discretion to prioritize.
The Directorate remains committed to supporting the efforts of the University Management in providing a conducive milieu for working and learning.
