About Us
The geographical spread of NOUN study centres and students demands the use of innovative and interactive technologies to reach and distribute learning resources for access anywhere anytime. The Directorate of Learning Content Management System (LCMS) established in the year 2018 is strategically poised to enable NOUN take full advantage of Information and Communications Technologies (ICTs) to amongst others provide students and staff with access to interactive digital course content and delivery of such through innovative delivery methods.

To facilitate the use of computer and internet technologies to deliver a broad range of solutions that enables learning and improves performance
Major Functions
The directorate’s main responsibilities are to:
- formulate, review and mainstream University e‐learning policies, strategies and guidelines
- establish and implement infrastructure resources that facilitate efficient services
- review and recommend e-Learning budgets
- coordinate the development and delivery of interactive, multimedia-based, self-contained digital content in all NOUN programs
- develop and maintain a user-friendly, safe and secure online delivery platform
- develop software and mobile apps for learning
- provide opportunities for e-Facilitation, e-Counseling and robust online support for all NOUN students
- train lecturers and facilitators on the use of digital resources authoring tools, online etiquette, and safe security practices
- enhance students’ ability to use digital technologies effectively for both study and work
- address any other strategic and policy issues regarding e-Learning referred by the Council, Management Board or Senate
Expected Outputs
The expected outputs from the directorate are as follows:
- 24/7 quick and secure online access to course and study materials anywhere students are and whenever they are ready to learn
- Rich and interactive multimedia content that includes text, graphics, audio, animations, video, images, and simulators
- Effective, engaging and impactful learning delivered through mobile devices such as smartphones, tablets, notebooks, PDAs, handheld computers, and portable media players
- Personalized, self-paced learning paths tailored to specific student needs, interests, and circumstances
- Facilitated and lecturer-led flexible learning environment where students can connect and communicate with e-Facilitators, e-Counselors, technical support teams and other students
- Online/virtual classrooms and laboratories where students can participate in real time while concepts are explained as well as collaborate with other course participants.
- Enhanced 21st century digital literacy skills that will enhance student and staff experiences, sharpen students’ entrepreneurial skills, and boost their employability skills
In November 2021, the Open Educational Resources (OER) unit was integrated into the LCMS directorate in order to facilitate the development and deployment of OERs at NOUN.
The goals are:
- Increasing awareness of Open Educational Resources in NOUN and beyond
- The establishment of a NOUN open licensing framework
- Contributing to the global OER repository
- To promote research and exchange activities in OER
- Providing capacity building for OER
- To offer world-class Massive Open Online Courses (MOOCs) under an open license
- Collaboration with national and international organizations to promote OERs
- In collaboration with the UNESCO Regional Office in Abuja, the NOUN-OER Unit will train Academics to develop MOOCs
- Organising training on MOOC scripting
- Populating the NOUN-OER Repository
