Unit’s Head Welcome Address

On behalf of the Registrar and the entire staff of Council Affairs Unit, I welcome you to the website of the National Open University of Nigeria (NOUN).

Unit’s History:

Council Affairs is a unit under the Registry Department created in 2004 after the constitution of the 2nd Governing Council in accordance with the NOU Act (No. 6 1983) CAP N63. The unit serves as Secretariat to Council with Mr. Abidoun L. Ijason as the Pioneer Recorder of Council transactions from 2004 to 2006 and thereafter Mr. Felix I. Edoka, assumed duty as the Deputy Registrar, Council Affairs & Recorder, from 2006 to 2013. Mr. John J. Ubaji, took over as Deputy Registrar & Head of Council Affairs Unit from 2014 to 2016.

Ms. Tayo Olowola became Deputy Registrar, Council Affairs from 2016 to 2017 and thereafter Mrs. Wosilatu Ainodion took over the affairs of the Unit from 2017 till 2023 while Mrs. Fadimatu M. Fufore-Ahiwa took over as Deputy Registrar & Head of Council Affairs Unit from 4th September, 2024 till date.

From inception till now the Unit has been able to successfully serviced 6 Governing Councils’ as follows:

  1. 1stGoverning Council – September, 1981 to October 1984
  2. 2nd Governing Council   –  3rd June, 2004 to October 2007
  3. 3rdGoverning Council – 10th of February, 2009 to 2013
  4. 4thGoverning Council  – 9th January, 2014 to 2018
  5. 5thGoverning Council  – 22nd March, 2018 to 2021
  6. 6thGoverning Council  – 15th July 2021 and dissolved on the 6th June, 2023

Vision, Mission & Philosophy

The vision and mission of the Council Affairs unit are in line with that of the Registry, which is to provide quality support services to the Registrar and the General Administration of the University, with emphasis on Council affairs and other related activities.

The Unit is the engine room of business operations of the Governing Council and its Committees under the supervision of the Registrar.

Services & Activities

Council Unit has the primary responsibility of providing secretarial services to the Governing Council, its Committees and other ad-hoc assignments as may be directed by the Registrar/Management.

The Activities of the Unit include the following:

  • Serves as the Secretariat to all Committees of Council;

Ensure timely preparation of meetings of Council as stipulated in its standing orders of Meeting;

  • Assist the Registrar/Secretary to Council in managing the operations of Council Affairs Unit efficiently;
  • Ensure that notices of meetings of the Governing Council and its Committees are promptly sent out

to members;

  • Ensure that provisional agenda, briefs and other papers for the meetings of Council,

Finance and General Purposes Committee (F&GPC), Appointments & Promotions Committee (A&PC) and other Council sub-committees are prepared and forwarded to members ahead of Council Meetings;

  • Ensure accurate recording of transactions of meetings are captured through minutes of meetings of

Council and its Committees;

  • Ensure that decisions taken during meetings of Council are properly documented within 72 hours

and forwarded to members for approval as well as relevant bodies for necessary action;

  • Providing essential support services and coordinating welfare for members of the

Governing Council;

  • Custodian of all Council documents on behalf of the Registrar/Secretary to Council; and
  • Any other duties that may be assigned.

Achievements

The Unit provided support services to the Governing Council to record a number of feats from 2004 to date as stated below:

  1. The processes and appointment of Professor Peters Olufemi as the 5thVice-Chancellor of NOUN (2021);
  2. Creation of the office of the third Deputy Vice-Chancellor, (Technology, Innovation and Research);
  3. A new “Motto” for NOUN as “Learn at Your Pace, At Any Place” as against” Work and Learn” as well as a NOUN Logo.
  4. Review of guidelines/policies on establishment of NOUN Study Centres.
  5. Improvement on staff welfare by approving the financial implications of the reviewed ODL Allowance for members of NOUN staff from 100% to 150% consolidated gross.
  6. The operationalization of the University’s six flagship programmes in order to position NOUN in the market place as listed below:
  7. B.Sc. Computer Science;
  8. B.Sc. Mass Communication;
  9. B.Sc. Peace Studies and Conflict Resolution;
  10. B.Sc. Entrepreneurship;
  11. B.Sc. Criminology and Security Studies and
  12. B.NSc Nursing.
