Director’s Welcome Message
The Directorate of Human Resources serves as the lifeline of the University. We are committed to supporting the success of NOUN by providing excellent services to our employees.
Our mission is to foster a progressive and inclusive work environment, promote employee growth and development, and ensure compliance with the University’s vision and mission.
HR is divided into two arms;
- The Senior Staff Section (Academic and Non-Teaching) and
- The Junior Staff Section,
Each sub-division is responsible for the staff under its purview.

Our Services
Senior Staff Section:
To enhance efficiency and effectiveness, the Senior Staff Section is organized into sub-units, each handling specific responsibilities:
- Records Unit
- Onboarding and Documentation of New Staff
- Maintenance of Staff Database
- Preparation of Staff Emoluments and Remuneration
- Posting/deployment of Staff
- Change of name/Next of Kin
- Preparation of Death Benefits and Issuance of Condolence Letters
- Handle matters relating to resignations or transfer of service
- Scrutinize staff indebtedness before exit and ensuring stoppage of salary
- Process applications for Withdrawal/ Resignation and Retirement from Service
- Handling of Ad-hoc Staff affairs (NYSC)
Staff Affairs Unit
Advising Management on Senior Staff matters
- Processing of Senior Staff requests including;
Annual, Maternity, Paternity, Research, Sabbatical, Sick leave,
Regularization of Appointment,
Renewal of Contract Appointment/Renewal of Adjunct Appointment,
Letters of Introduction,
Resettlement Allowance,
Upgrades and Conversions.
- Dissemination of Information related to Staff matters (leaves, correspondences, termination and disciplinary actions)
- Salary Advance
- Communicating Management Decisions on Disciplinary matters (e.g. Queries, Warning, Letter of Advice, Suspension, Recall from Suspension)
- Committee Unit
This unit serves as the Secretariat to the following Committees:
- Appointments and Promotions Committee (Academic)
- Appointments and Promotions Committee (Non-Teaching)
- Joint Council/Senate Investigation Committee
- Appeals Committee
- Congregation Meeting
- Any Ad-hoc Committee as constituted by Management
Clerical Unit
Filing and recording all Senior Staff correspondences
- Receiving and dispatching files and communications.
- Tracking file movement
Mailing memos and documents.
The HR Senior Staff Photo Section
Our Services at the Junior Staff Section
This section is composed of three (3) subunits: Records, Cleaners Supervision and Clerical unit. It is responsible for the following:
- Advising Management on Junior Staff matters
- Processing of Staff requests related to leave, Staff discipline, postings, Staff Welfare in form of Salary Advances and payment of death benefits to the deceased’s staff next of kin.
- Recruitment, Interview, Selection and Appointment of applicants to fill various vacant Junior Staff positions under the auspices of the Appointments and Promotions Committee (A&PC-JS), Documentation and Orientation of Newly employed Junior Staff.
- Appraisal of Qualified Junior Staff for both annual increment of salaries, promotions, conversions and upgrades.
- Records Unit
- Maintains and keeps records of all junior staff.
- Advises Management on posting and promotion of staff.
- Cleaners Supervision Unit
- This unit oversees the activities of cleaners and gardeners at the headquarters.
- It handles supervision and ensures that duties are carried out as required.
- It also helps the junior section distribute cleaning materials to all faculties, Directorates and units at the headquarters.
- Clerical Unit
The entire Junior Staff and other files of this unit are in the custody of this subunit. The main activities of the unit include:
- Custody of all Junior Staff file.
- Receiving and dispatching files and communications
- Filing of documents.
- Tracking movement and file correspondences.
